My understanding is that the person pulling out of the space needs to yield to the traffic already driving. You are pulling into their travel lane. My recollection is that pulling out of a space is something like rear-ending someone. It's not always your fault, but nearly always. If I remember correctly, the only mitigating factor in Maryland is something called the "Law of Last Clear Chance" or some such thing.
