Another possibility is the solenoid that makes the connections for the high amp circuit and moves the starter pinion to engage with the flywheel may stick because of dirt and old grease. Mine has the same symptoms and a few moderate whacks on the top of the starter has always worked to free it up. I will soon take it apart for cleaning, inspection and lubrication. Maybe at this point there is enough wear on the pinion and erosion on the high amp contacts that replacement is the best option.
