Well your Vanagon is following the Vanagon Eat Money rule. It will require you to spend at least the purchase price of the Vanagon within one year for repairs, improvements, maintenance. Your fuel and oil cost aren't considered in these rules. Sure glad I only paid $2000.00 for mine, I put $1800.00 into it within 90 days after I got it. Dirty brushes or oil on the commutators can cause low voltage. However I know that your Vanagon wants a 120 AMP alternator that costs $180.00 so a locally rebuilt $90.00 ain't going to get it.
