The reason it won't smog in Cali, is that it's using a TiiCo motor... NOT a 2000 US spec Golf Motor. If it used a 2000 US spec Golf motor, it would be a simple motor swap and should be able to get smogged. The issue is that the TiiCo motor was never offered in a VW that came to the US, so the CARB (state bureucrats) don't have any emmissions numbers on it. Therefore it can't be smogged (Peter from TiiCo is supposed to be working on this issue and says he's "close" to getting CARB approval for the motor... let me hold my breath and wait for it).
