I have no idea about this regulation. I have never had anyone say this to me and my '87.

I have had this same problem. A guy in Canada who was trying to fill the tank solved it for me. The 80% valve on my '87 has to be openned *all the way* for the system to fill. Most RV tanks, he informed me, just need a 1/2 turn or so and they'll fill fine. We openned up that sucker and BLAM 3 gallons of propane!

I would say, try again at another place if you have an option.
