Only if we *tell* them to do this.

Government officials aren't automotive experts, they're administrative experts. I suggest writing them and to tell them:

1. Adopt the e-code standards for headlights that Europe has used for decades.

2. Require the same stringent glare standards for HID lamps as for the e-code lamps.

3. Consider all "driving" or "auxiliary" white lights to the front as high-beams and disallow them under conditions similar to high beams. (This is already the case in Canada, I believe.)

4. Disallow blue (or any other color) replacement bulbs for all headlights.
