This sounds like a typical syptom of the anacana sydrome---

It's making this noise anacana, you haven't driven it all winter, and it's letting you know it's pissed----

Sounds like an overly aggresive fuel pump whine, or possibly the alternater bearing, or maybe you just have the radio volume down so low you can't hear it--and your just hearing the static from the radio---

In this case turn it up and you won't hear the whine, and your problem's are solved-----:>)
