If you get a 1.9na longblock you will already have a head. If you get it from Parts Place it will probably be a 1.9 and you will need to modify your 1.6 intake manifold to match the 1.9 ports. Get hold of Scott Foss Turbodiesels in the archives. If it is an Overland motor you may get a 1.6 head and everything will bolt up from your old 1.6. You will still need the "kit" which will include oil pump, filter adapter, vacuum pump, etc., to make it work. If you want to try a little wrenching and do it yourself this would probably be the simplest IMO but probably still run you at least $2500 or more if the "might -as-well" parts are factored in (new clutch kit, injectors, glow plugs, water pump, radiator, overflow bottle, hoses, heater core, and on and on). If you're not mechanically inclined I think owning a Vanagon can be an expensive proposition at best and this is if you have a good mechanic that is willing to work on it. This may sound harsh but you might be better off patching up the old diesel and selling it before you get buried in it $$$. Add up some figures and see how it works for you. With what you're going to sink (or "invest") in it you may be looking at a decent 85 and up Westy that you can get a few more miles out of and enjoy the summer besides. Note that I have a 82 Westy diesel that needs a motor so I sympathize with you.
