Subject:      84 Westie stuck in 4th gear

My 84 Westie get's stuck in 4th gear. Is this usually a transmission issue, or a more benign shift-linkage problem?

Also the alternator recently failed without warning. Isn't the idiot light supposed to illuminate to give me notice of a problem?
