Volks, or in this case, Volts,

My inside 120 volt plug has never worked.  After years of research and toil
I determined that the silver plug underneath it was a circuit breaker reset
switch.  Resetting it didn't help so I concluded [ after much study  ] that
the breaker was bad.

If this is true is this a special breaker or can I replace it with any
normal 120 circuit breaker?
