I'm not sure what park you are speaking of but, the one at Lands End in the city, near Seal Rock (the one with the really cool wind blown trees) has a parking lot and I was never bothered there years ago, but I imagine things have changed. If you are going over the hill, Pt. Reyes way, then the point itself is a great place for a self contained camper to spend the night. You can either go to the lighthouse or Drakes beach. I doubt there is anywhere on the continent that you will get a better nights sleep, that is of course if the park is open at night these days. A song has started going through my head (I left my heart...)
