Ben it's only one light -- it blinks whenever the temp gauge gets a signal that would send it off-scale. The coolant-level control module fakes a high-temp signal to the gauge to make the light blink.

On older vans (probably through mid-'85) the level controller simply pegs the gauge when coolant level is low -- so it looks the same as if you were overheated. On newer ones, the controller sends a pulsing signal that doesn't make the gauge move noticeably but still triggers the blinker.
