You have some non-standard wiring somewhere I think. Unless VW changed their policy, the radio in stock configuration is always hot -- it's one of those endearing little things like having just one turn-signal indicator that makes you know you're loved -- and like the turn signal, it lets them build cheaper, i.e. without an accessory position on the ignition switch.

What's always amused me is this air of "it is ze user's responsibility" on the one hand, and the famous VW ignition-key no-restart interlock on the other (thank God for steel keys!).
