Hmmm. I've go to just south of Ensenada and back fairly regularly, most of the time in a beat up white '85 Vanagon (Baby Beluga). I'm usually carrying tools and a sleeping bag 'cause I'm fixing stuff for some friends down there. I've never been hassled. Only once, when driving an actual 25' RV back over did I even get sent to secondary inspection. That was before 9/11, but I've been back & forth several times since, and other than the wait I've had no problem.
