They make various grades -- some of them have extremely aggressive adhesive. Look for marine-grade stuff. In particular there's a super-heavy-duty one where the hooks are actually molded plastic with a stiff base -- it's meant to hold up considerable loads. They also make a plain-back, mostly for sewing on but they sell tubes of glue for it too. The surface has to be squeaky-clean, scrubbed with alcohol just before application, dry, no fingerprints. You have to have enough surface for your load or it will pull the adhesive off. Also the adhesive only sticks right once -- if you put it in the wrong place and move it you'll have problems down the road. I have various Velcro applications that have lived for ten years or more.

Stay away from off-brand, it may be great or it may be terrible.
