Had the same problem just this weekend and traced it to the little contact in
the faucet handle.  Take the faucet handle off, lightly bend the copper contact
outward (towrds the middle of the handle) put back together and walla.
Alternatively, you could probably replace th brass contact screw (green wire)
since that appears to be the part that wears (at least on mine).
