46 mm, aka 1 13/16"

You don't need to take it off for most brake work, and it's quite difficult to remove (and needs very large torque to replace -- 500 newton-meters and then turn it to the next position where the cotter pin will fit.  It comes off very easily if you heat it red hot, but you'll have to buy a new one in that case, and take care to destroy the old to make sure it never gets used...

I use a 3/4" drive 46mm socket with about a 22" 3/4" socket breaker bar, with a 4 foot cheater bar, to break these buggers.

I`ve used heat, but I would now worry about the temper of the axle as well.

It usually works best (for me) to break the nuts loose while the bus is still on tires, and on the shop floor.

I believe I purchased the socket at Motorworks, but I`m told their no longer in business, but Sears may be able to order them for you, or Bus Depot.

Now, where do we get the big torque wrench to retighten them?
