I'm clearly missing something.

You are selling your entire van because there are no seat belts in the back seat????

First off, since late 1960-something, any passenger seating space in a road vehicle (USA) has been required to have seat belts installed. Perhaps a previous owner removed them? Perhaps they've fallen down below the seat? Have you looked?

Secondly, let's just say I'm smoking crack, and your van somehow came without seatbelts in the back, it is a :30 minute job to install some from nearly any other vintage Vanagon.

What gives?
