I like to tap them out to the next larger size as I feel it makes a stronger connection. You will need to enlarge the holes in the exhaust pipe flange. They should be oversize as well to prevent binding of the flange to the bolts. Yes, bolts, I like to use bolts rather than studs. Makes life easier.
