Late reply, sorry.

Sounds like an ignition problem, or perhaps fuel injectors.

Change your plugs, cap, and rotor.

Check all FI grounds on the motor. Make sure your battery leads are tight.

Run a bottle of Chevron TechronR Ultra fuel injector cleaner through the tank. Run a second bottle if no effects.

Check your compression. Should be in the 100-130 range, 120 is about right, and no more that about 20 psi difference between cylinders; 0 difference is best.

I am new to this list, but have been driving volkswagon busses for 15 years. I have a 1980 vanagon that has been very reliable and runs great at 0-65 on flat ground. Any incline is a problem though. I can run 70 on flat interstate, but the slightest incline will slow it to 50-60 mph. Occasionally it seems to get a boost of full power for a second or two. Every once in a blue moon it also has a 1 or 2 second burst of "coughing". I am thinking of buying a rebuilt air flow meter from the Bus Depot, but am open for suggestions before I spend that money. If you have any, I will try them. Thanks, Pockets
