Check with the VW dealer.

This was the subject of a mandatory recall on the 1985-1991 Jetta, may be the same for you. Mine was replaced free of charge (1985 TD Jetta). Even if it isn't part of the recall, the dealer (IMHE) is better equip to identify the real issue.

My wife's '92 Jetta had the heater core replace last year. One year later we can still smell anti-freeze when the heat is turned on. The mechanic checked it out and said there were no leaks and that the smell was residual anti-freeze still hanging around. Is there any way to get rid of this? The smell is unbearable and we will be forced to sell the car if we can't fix this this.
