Is it possible that the PO blocked off the city water connection? I think most owners never use that connection -- personally I suspect that if you do use it, water will bounce cheerfully off the basin and shoot around the cabin. Although come to think of it they could have put in a very small orifice somewhere in the line to control the flow. In that case maybe it's plugged? Is it possible that your faucet really does turn to the right? The distance between TANK - OFF - CITY is very small, you have to consciously concentrate not to overshoot.
