No guarantee that this is the fix. Many times the solenoid gets stuck, it can be removed and cleaned (normally sticks in cold weather). As a secondary cause, loose wires where they plug onto the solenoid. The Manual Transmission Air Cooled starter requires that it be installed on the bell housing for it to be tested properly. The drive end must be in a good starter end bushing or it will bind and lock the starter. If you bought a generic Pep Boys, Chief Auto, Auto Zone starter it could very bell be the poor quality of the rebuilder.
