To set idle you have to unplug the idle stabilizer (green or black box near coil) and plug wires together. Then adjust idle and timing (timing has drastic effect on idle speed; set timing with idle less than 1000 rpm). For green box, set idle to 850 +/- 50. For black box, set 750 +/- 80. Reconnect stabilizer, idle should be 900 (green) or 800 (black) +/- 50. Timing will now be jumping around, this is normal.

Many, including you haven't a prayer of meeting emissions without it. It's a good system.
