"Si hablas" is a pejorative way of referring to Latins who unfortunately
haven't been able to get a better way of earning their money, no matter the
reason for this. The translation of "si hablas" is "if you speak".  The verb
"hablar" means " to speak". This kind of prejudice is also present in other
places around the world between different races or people belonging to
different social status, religions, political ideas, etc.
I want to make clear that I am explaining this to clarify the meaning of
this expression. Each person   lives according to his beliefs and I can live
with this. Anyway my father taught me a proverb that says " since the world
is world, the donkey has carried grass for the horse"
