I am using Harrison R&D Universal OBDScan. I made this purchase based on Peter's assurances that it can be made to work.

What software are you using? The TiiCo kit is NOT OBD2 compatible. The TiiCo is OBD1... Very similar to the 93 through 95 US model Golfs/Jettas. I have generic OBD2 scan software and it won't see the TiiCo at all, but with VAG-COM (VAG 1551-2 emulator for Windows) I can get into the ECU. VAG-COM has an option to test the ECU for OBD2 copatability... The TiiCo fails this.
