The pump isn't turning, so no wear. BUT it should in theory be filled with fluid and the inlet/outlets sealed. You don't want the pump to rust internally.

My diesel 89 Corolla wagon had manual steering. I fitted PS to it myself, but there's a leak in the lines somewhere and I never bothered to put a belt on it either. Steering's still pig-heavy, but no worse than the manual rack. I'll get the leak fixed some day (year).
