Sounds like timing to me. When mine was set about 4°BTDC (distributor had been pulled to spin the oil pump to find the leaking oil galley plug), it fell on its face at low rpms, especially when shifting. Above 3K or so, the ECU advanced the timing enough that it would run marginally OK. If you don't have an timing light with advance (which I didn't till this saga started) they're fairly easy to time by ear, running regular gas, by advancing the timing until you *just* get pinging on low rpm acceleration (not full throttle - that richens the mixture full bore, and eliminates a lot of the pinging). Then back it off until the pinging just stops. I can consistently get mine set at 7-9°BTDC this way.

Otherwise, an Actron light with advance is $69.95 at Autozone. I've also found that holding the idle at 1500rpm manually acts pretty much the same as using the VagCom to set the timing.
