The whites are for the OXS heater, the green is the signal wire to the ECU.
If there is a short, take a look at the green wire's connector where it goes
to the oxygen sensor, I've seen that connector incorrectly replaced before,
by crimping both the sensor wire AND the shielding in the connector,
effectively shorting the signal.
