Starter hesitation can also be caused by a failing battery, a poor charging system, or current loss from something a simple as the lighter. Did your old starter do the same thing? My starter is a bit lazy. What a lot of volks have mentioned is that you should check all the ground wires and make sure they are not corroded. There was also a recall from Volkswagen to add a ground wire (for what years??).

If someone has the write up for this please let me know.
