Greg,
  You certainly can mount driving lights on the bumper -- I've got a pair of
  tasty Hella 500's that a local wrench put on really well (mmmm, stock
  foglight switch and everything).  If you want, I can send you some detailed
  digital shots of the lights and their mounting rig to give you an idea of
  how to work it.  Re. the low beams: I've heard that our beloved buses are prone to a thin
  buildup of gunk within the headlight lenses; I'm going to have a go at the
  inside of the lenses with a coathanger and a rag once we get some nicer
  weather here in Boston.
