I think they just want to make sure that thieves take note of the VIN when
stealling a stereo out of a VW :)

Although it does make sense in a way... If VIN#123xyz was registered to
me, and Joe Bob Briggs walks into a VW stealership wanting the code for
that radio, it would (as it should) throw up some red flags behind the
counter.
