Couldn't the Canadian owner apply for it?

fyi people, i just found out that VW will no longer issue a certificate of conformity to anyone other than if youre a canadian relocating to the US.

in other words, if youre a US citizen, and you want to buy a car that is registered/titled in canada, VW will not issue you a letter of confirmation. why i asked the VW rep? they apparently dont want to encourage people buying used VW's and importing them into the US. they want you to go out and buy a new VW. thats the only reason. gotta love vw.. chris
