This may be true with sealed beam 9004 bulb based lenses. However, stock Hella lamps and lenses are much higher quality than Silvania or Phillips, so I would think a properly aimed and relayed stock vanagon light system would not be much of a hazard to oncoming traffic. Probably much less of a nuisance than a typical SUV or BAT (big ass truck). Better would be to put E-code lights in and aim them properly. I have used E-code lights on my GTi for some time now and very rarely have people "flashed" me when they think my lights are on high beam. The aiming of these lights is very precise and makes a world of difference on the road. Unlike sealed beams which are very difficult to control beam patterns, E-code lights are designed to illuminate the ROAD where they are POINTED which usually results in not bothering oncoming traffic. Someday the US will get smart on this. Fortunately in Washington state where I live, E-code lights are legal.
