If the pressure was the same through out the system, why would a PS pump be needed?

First, it is not a sealed system. The reservoir cap has a vent in it. Second, there is a high pressure section and a low pressure section. High pressure from the pump to the rack and low pressure returning to the reservoir after the high pressure has done the work of helping steer.

The high pressure line is the smaller diameter one. It has threaded pressure fitting at each junction. The larger line has hose clamps in places as there is very low pressure in it.
