The standard Vanagon pump will lift fuel four feet with no problem at all. (possibly more) I've used the pumps to pump A/C flushing solvents through systems, transfer fuel between vehicles and to pump tanks out before making repairs. The Vanagon pump SUCKS great and will deliver as much as 100 psi pressure on the exit (never seen more than 62 myself). I've thrown away many noisy Vanagon fuel pumps that still produced decent pressure.(anything above 32 psi) I always thought about opening one up to see if it had vein, impeller, diaphragm innards but never got around to it. In short the pump works equally well either pulling or pushing.
