Clean up your grounds... all of them in that area, as well as the contacts in the bulb sockets.  Worked for me.

Hi guys, my 1984 vanagon has a weird one with the tail lights.. when I turn on my drivers turn signal light the rear light seems to bleed power to the license plate light and the parking light.  They all flash bright while the turn signal light flashes but dimly.. 
any thoughts??
