They are brighter than usual -- physically about twice as bright, but they won't appear twice as bright because of the way your eye responds to light. Assuming the filaments are correctly positioned and they are correctly aimed, they shouldn't blind you on low beams any more than any other headlight. On high beams any headlight is blinding; these will be somewhat more so.

Um...these are minor variations on other halogen headlamp bulbs. They are more powerful than standard, and they're painted blue to appeal to the rice-boy set. I'm sure they're not street-legal because they're too powerful, but the xenon-krypton stuff is just market-speak about how modern headlamps are made. You might as well outlaw efficiency... <g>
