I have no wish to add to your troubles, however ...

I replaced my '84 Vanagon's fuel filter after a similar problem. It ran well for a few days and the problem returned.

The problem was a large amount of debris in the tank caused by the tank having rusted through. The hole was in the top surface and was caused by water and road salt lying in the depression on the top of the tank that is needed to clear all the hoses running between the front and rear of the vehicle.

The only cure was a new tank.

I suggest that it would be worth dropping the tank out of your Vanagon to inspect the top surface. As safe and lasting repairs are near-impossible, I suggest that you should just replace the tank if rust has taken hold.

As this is a design weakness that affects every Vanagon tank ever made, I suggest that all Vanagon fuel tanks should be removed at least every two years, inspected and replaced as necessary.

Remember to obtain a full set of new seals and resilient pads before fitting a new tank, as the old ones should not be re-used.
