The idle control unit (behind the rear right lights) has an input from
the A/C relay.

When the A/C is turned on the signal from the A/C relay tells the idle
control to increase the engine idle to compensate for the additional
A/C compressor load.  But this increased idle is quite small and no
where near 2000rpm.

Therefore you might want to check out the idle control unit for proper
function.
