Rob, I have same problem/symptoms. I changed the water pump+thermostat, radiator, thermoswitch(fan switch) and my fan NEVER comes on. I tested fan/switch and they work fine. Radiator does not get hot enough, it averages 140-160F when it should be around 188F. I want to put in an 80F thermostat like you did, know where I can get one?

Ive heard rumor that VW sirrocco racers install a lower temp thermoswitch but I cant find any.
