Either you have some sort of short to ground, or the fuse is wrong size (should be 16 amp) or something (wipers, heater blower, rear defrost) is drawing a lot more current than it should. You need to get in there with an ammeter (put it where the fuse would be) and see where the overload is.

Er...yes. The fuse is there to protect you and the rest of the wiring from burning up.
