I don't agree with your comment (or inference) regarding the Subaru flat 4 having less torque at low RPM than the VW 2.1 Waterboxer (though the VW I-4 1.8-2.0 definitely is lower in torque at low RPM). Perhaps you should check this out:

The last graph shows that the Subaru engines have more torque at a wider (lower, middle, and higher) RPM range compared to the VW waterboxer.
