174 db would certainly permanently deafen you, possible disrupt your internal organs to the point of death. The power's not difficult to achieve given enough batteries or generating capacity but getting a speaker to hang together at those levels would be a good trick. Been done with air driven speakers a long time ago and probably other ways by now.
