A copy of the owners/operation manual for the Dometic RC160E portable refrigerator is located in the [Photos] section of the Wolfsburg Campers group on Yahoo.com (http://groups.yahoo.com/group/wolfsburg_campers). You should feel the metal element cooling after about 1/2 hour after being plugged into AC or DC and you shouldn't hear anything running, there isn't a fan though I have added one to the inside of the refrigerator. I would pull off the back and clean the coils off and check the voltages present on the heater elements. Good luck
