Horizontal ASTM tanks are exempt because there is no OPD manufactured to fit them. Google "OPD" and you'll come up with the law. Take your Westy to the local propane distributor and they'll fill it right up. While you're there, pick up the brochure put out by the DOT detailing the requirements. Show it to the local filling station guys.
