We concluded that the Gas Tank Filler Gasket CANNOT be changed without removing the tank. This we we NOT WILLING to do.

So we took Tim Smith's advice and used Permatex.

We were able to remove the metal sectiont of the filler pipe, clean up the rusty spots, smear some Permatex on the inside lip of the tank gasket and smear an inch wide band around the filler pipe where the gasket sits. Waited 10 minutes for the skin to just start, then slid the pipe back in place. Bolted it down, reconnected the filler down pipe. And now were praying while the Permatex does it 24 hour setup. I won't get a chance to refill the tank until Friday so it should be well cured by then. I'll keep you all posted and I thank everyone who replied for their help and advice.
