It's not just New Mexico. Michigan has this law, too, for the upright portable tanks. I've gotten the impression it's pretty much nationwide.

As for the old tanks...they can be retrofitted, though sometimes that's more expensive than a new tank. A lot of the old ones are probably getting rusty enough they should be replaced anyhow. _ _ __ _ _ _| | | | David M.
