Another method, that I used successfully to make the timing marks on a Bus Depot plastic timing scale more visible:

Buy a silver paint marker. You can often get these in stores that sell plastic model kits, stationary stores, or art stores. With a steady hand you can easily color just the tops of the raised letters. Looks very professional. On the timing scale I managed to do a good job in spite of the tip of the marker being a lot bigger than the tic marks; on an oil cap this should be a piece of cake.
