Subject:      Radiator/Engine running temps

I was told by a mechanic that the radiator's temperature should be about the same as the engine's temperature when running. Well, my Radiator always stays about 140-150F degrees while my engine is running at 195-210F degrees.....are these normal temp combinations in 90 degree weather?(This is a Tiico SA motor)

Yesturday my red panic LED light inside the temp gauge started blinking randomly with a fizzing electrical sound like this:"Buzzz....Buzz..Buzzzzzzzzz"
